I have seen people catch flounder on thin strips of clams in the beginning of the season and in the fall during porgy season. However, I believe that flounder prefer Sandworms & freshly shucked Mussels.
Always found bank mussels for bait and chum rocked everything else, at least when you could catch more than a few flounder a day. Never fished the ocean, but South Shore Bays, Peconic Bay, Gardiner's Bay, LI Sound and North Shore Harbors flounder always preferred mussels. Got to the point that I never even carried anything but mussels for flounder.
